How to get free baby formula
Multiple paths to free or reduced-cost infant formula in the US — WIC is the largest source (federal voucher program), but diaper banks, food pantries, hospital social workers, and manufacturer assistance programs all help.
WIC (Women, Infants, and Children)
WIC is the federal nutrition program serving pregnant women, postpartum women, and children under 5. Provides monthly vouchers redeemable for formula, infant cereals, baby food, fruits, vegetables, milk, eggs, beans, whole grains. NOT a "welfare" program — half of all US infants are on WIC at some point.
- Income limit: 185% of federal poverty level (much higher than SNAP)
- Auto-eligible: If on SNAP, TANF, Medicaid — no separate income test
- Apply: /apply-wic for state-by-state portal
- What's covered: Specific approved formula brands per state (mostly Similac and Enfamil — varies)
- Receive: Monthly EBT-style WIC card or check vouchers
Diaper banks distributing formula
Many National Diaper Bank Network (NDBN) member banks now distribute formula alongside diapers. Some operate "baby pantries" with formula, baby food, wipes, clothing. Find a diaper bank and ask if they distribute formula.
Food pantries with infant supplies
Some food pantries run "baby pantry" programs with formula, baby food, diapers, infant clothing. Search Feed America for the nearest food pantry, then call to ask if they distribute baby supplies.
Hospital social-work referrals
If you're postpartum, hospital social-work intake should connect you with formula assistance before discharge. Most major hospitals have a "WIC enrollment within 48 hours of birth" pathway. Ask the maternity-ward nurse for the social-work referral if it isn't offered.

Frequently asked questions
Can I get formula with SNAP?
Yes. Formula is a SNAP-eligible food item. Use your SNAP/EBT card at any SNAP retailer. SNAP doesn't pay for: pet formula, animal milk, formula sold as a "vitamin/supplement."
My baby has special-needs / hypoallergenic formula
WIC covers medically prescribed formulas (Nutramigen, Alimentum, Neocate) with a doctor's prescription. Pediatrician + WIC nutritionist work together on the prescription. Manufacturer Similac/Enfamil also have hypoallergenic-formula assistance programs for low-income families.
Is the FDA formula shortage from 2022 still a problem?
No. The 2022 Abbott Sturgis MI plant shutdown caused a months-long shortage. Production normalized in 2023. Current supply is stable.
My baby is older — when does formula assistance stop?
WIC covers formula for infants up to age 1, then transitions to whole milk + WIC foods through age 5. Many pediatricians recommend transitioning to whole milk at 12 months anyway.
