Food help for active military families
The DoD Hunger Study 2023 found ~24% of enlisted military families are food-insecure — double the national civilian rate. If you're rank E-1 to E-6 with dependents, especially at high-cost bases, this page is for you. Covers the new Basic Needs Allowance (BNA), Defense Commissary, Military OneSource, and each branch's relief society programs.
Basic Needs Allowance (BNA) — new since 2023
Authorized by NDAA FY22 §603, effective January 2023:
- Who qualifies: active members with dependents and family gross income <130% FPL (~$40,560/year household of 4 in 2026). NDAA FY24 raised the threshold to 150% FPL for high-cost-area families.
- Amount: difference between 150% FPL and your gross family income (BAH excluded from some calculations per NDAA FY23 update).
- Apply: through your service personnel administrator. Paid monthly on your LES.

SNAP for military — watch out for BAH
Yes, active military can receive SNAP. The catch: BAH (Basic Allowance for Housing) counts as income for SNAP, which disqualifies many. Pending legislation in Congress (Military Hunger Prevention Act) would exclude BAH from SNAP calculation.
- Apply anyway — some families at high-cost bases still qualify.
- Bases in states that exclude BAH: none currently, but contact your family office.
- If you PCS (transfer), re-apply in the new state — eligibility rules vary.
Defense Commissary (DeCA) — save ~25%
- No taxes + cost-plus 5% surcharge. Result: ~25% cheaper than civilian store.
- Who shops: active, Reserve, retired, dependents with military ID.
- Find your commissary: commissaries.com.
- Healthy options: commissary stocks many low-priced healthy options.
- "Your Everyday Savings" program — extra discounts on selected products each week.
FSSA (Family Subsistence Supplemental Allowance)
FSSA was eliminated within the US in 2016 (not needed thanks to civilian programs), but remains for members stationed OUTSIDE the US who can't access SNAP. Up to $1,100/month based on need.

- Free financial counseling — accredited financial counselor.
- Wellness counseling — up to 12 free non-medical sessions.

MWR (Morale, Welfare, and Recreation)
- On-base programs: fitness centers, child events, family meals.
- EFMP (Exceptional Family Member Program) — care coordination for kids with special needs.
- FFSC (Fleet & Family Support Center) Navy, FRC (Family Readiness Center) AF, ACS (Army Community Service) Army — community resources + financial assistance.
Military families and WIC
- WIC on-base: many bases have WIC offices. Pregnant + children up to 5.

- Active breastfeeding support — military WIC provides breast pumps, lactation consultants.
Military children and school meals
- DoDEA (Department of Defense Education Activity) — on-base schools. Free/reduced meal programs like civilian schools.
- If you live off-base: qualify like any family for free/reduced school meals (SNAP-categorical or <185% FPL).
- Summer Food Service Program (SFSP) — free summer meals for kids 18-.
