SNAP / EBT Online Grocery Shopping
All 50 states + DC + Puerto Rico + USVI now allow EBT online purchases — permanent since 2024 under PL 117-103. This page lists every retailer, shipping discounts, discounted membership programs, and what to do if you have problems.
1. Retailers that accept EBT online
A) National coverage
- Amazon — EBT accepted on most grocery items. Amazon Prime Access: $6.99/mo with SNAP (vs $14.99 regular) — includes free Same Day shipping in eligible zones.
- Walmart — EBT on Walmart.com + app. Walmart+ Assist: $6.47/mo with SNAP (vs $12.95) — free shipping over $35.
- Instacart — EBT accepted at hundreds of partner stores: Aldi, Costco, Publix, Wegmans, Sprouts, Food Lion, Giant, Stop & Shop, ShopRite, etc. Instacart+ plan has $4.99/mo discount with SNAP.
B) Regional and specific chains
- ALDI — EBT directly at aldi.us / app + Instacart
- BJ\u0027s Wholesale — EBT at bjs.com + app + Instacart
- Hy-Vee — EBT directly at hy-vee.com (US Midwest)
- ShopRite — EBT at shoprite.com (Northeast)
- Kroger Family of Brands — Kroger, Ralphs, Fred Meyer, Smiths, King Soopers, City Market, etc. on kroger.com + apps.
- Whole Foods Market — EBT via Amazon (Whole Foods is Amazon-owned)
- Target — EBT via Drive Up + Order Pickup in some states (not all locations yet)

2. How to set up EBT online
- Create an account on the retailer site (if you don\u0027t have one)
- Go to "Payment Methods" → "Add SNAP / EBT card"
- Enter your EBT card number (16 digits on back)
- Enter your PIN when prompted (every purchase needs PIN — this is federal security)
- Verify delivery address (must be in store\u0027s delivery area)

Fees are paid with separate debit / credit card — CANNOT be paid with EBT due to federal rules.
4. What you can buy?
Same as in-store — groceries to prepare at home. Online platforms auto-filter EBT-ineligible items.

5. Who benefits most from EBT online
- People with disabilities — avoids physical transport, accessible readers, repeat orders
- Seniors — home delivery reduces falls + bag-carrying effort
- Rural families — delivery to rural ZIPs avoids long trips to store
- Workers with tight schedules — avoids taking time off work to shop
- Households without a car — avoids public transport with heavy bags
6. If you have problems
- EBT declined — check balance in state app. If balance is low, insufficient funds. If balance is high, call state customer service.
- Item blocked from EBT — federal rules block hot food, alcohol, non-food items. Use separate card or replace with similar eligible item.
- Card not accepted on site — verify the site accepts EBT in your state. Some retailers have limited state rollout.
- Unauthorized charge — report to state SNAP agency immediately — you may qualify for reimbursement under PL 117-103 § 510.
